Detentions Made in Relation to Enormous Unauthorized Landfill

Two men have been arrested as an element of an investigation into the illegal deposit of several thousand of tons of refuse in a open field in Oxfordshire, England.

Officials indicated that a 69-year-old was apprehended at a residence in the town of Andover, while a 54-year-old was taken into custody in Slough, Berkshire in relation with the huge pile of waste tipped near Kidlington.

These arrests come after a prior revelation which exposed the operation of in excess of 500 unlawful dumps in the country of England, encompassing at a minimum of 11 so-called "major sites" greater than 20,000 tons.

A representative for the environmental body said that the apprehensions were for environmental and financial crimes and constituted a "crucial step" in ongoing investigations. Both men have been let go on bail.

The dump in Kidlington, located between the river Cherwell and the A34, is thought to house about 21,000 tons of refuse in a heap which is up to 150m (490ft) lengthwise and 6m (20ft) high.

It represents just one example of 517 illegal dumps throughout England, at a minimum of 11 of which are estimated to hold more than 20,000 metric tons of garbage. The actual number of such bigger sites is likely to be larger, as the environmental authority has in the past indicated it does not maintain data on weight for each unauthorized dump.

Most sites are in countryside settings, often concealed, and on land that is intended to be agricultural ground.

Organised Activity

Law enforcement report many are managed by criminal organizations, who are earning profit by demanding significantly less than licensed operators to accept and landfill garbage.

Companies have to be liable for gate fees to use legitimate landfill sites, contingent on the amount and type of material they are trying to get rid of, and landfill tax is also levied at just over £126 per ton.

Local Outrage

Preparation operations to clean up the affected location started earlier this month due to worries over the risk of combustion and the impact that would have on the close-by major road.

A private clean-up firm has been awarded the contract to remediate the area over the coming 12 months at a price of £9.6m.

An compliance manager for the country's environmental crime unit said that the body would be aiming to recover the clean-up costs under asset recovery laws from any individual successfully convicted at the end of its ongoing inquiry.

She noted that these detentions would help "drive the inquiry forward" and allow the agency to "pursue more lines of inquiry to understand exactly what occurred and who was involved".

"This unlawful dump at this location was an appalling and deliberate assault on our natural surroundings and we empathize with the community's outrage at this egregious act," she said.

A senior representative praised the detentions, adding: "The unlawful deposit of rubbish at this location is utterly appalling and has resulted in significant harm to the natural world and upset to the nearby community.

"The administration is pledged to eradicating this type of crime across the country, by augmenting resources to tackle illegal dumping, employing more personnel and introducing tougher checks and fines for those who violate the regulations."

The arrests were executed on a recent Thursday by officers from a dedicated serious crime squad and come after an previous arrest of a man in his thirties from the Guildford area in the autumn. He was let go pending additional investigations.
