In a severely negative assessment, the military oversight panel declared that Britain is "nowhere near" the required position to properly protect itself and its coalition members, particularly during a period when security threats to the continent are "substantial".
The examination concluded that Britain is failing to meet its Nato obligations and dropping "far short" of its stated leading role.
The document was made public as the security agency identified potential sites for multiple new munitions factories, being part of a comprehensive plan to increase national weapons output.
Recently, the Military Chief announced plans to shift the UK to "war-fighting readiness", involving substantial funding to support the construction of new ammunition facilities.
Nevertheless, after an 11-month inquiry, the security review board alerted that Britain and its continental partners continued to be overly dependent on the United States and were not spending sufficient resources on their independent security.
"Moscow's brutal invasion of Ukraine, persistent false information operations, and repeated breaches into continental skies mean that we must not allow ourselves to bury our heads in the sand," declared the board leader.
The committee chairman further stated that the group had "repeatedly heard worries about Britain's capacity to secure itself from hostile engagement".
The specific recommendations included a call for the government to expedite the rate of industrial change and make "readiness" a key objective.
European nations' significant dependence on the United States in critical areas such as "information gathering, satellites, military personnel movement and aerial refueling" was also subject to criticism in the document.
It remarked that the UK had "almost nothing" when it came to integrated aerial protection systems, and referenced recent unmanned aircraft entering national air territory across the continent as demonstration of how new technologies can threaten general public in alongside military targets.
The administration declared previously that national security budget would increase to three percent of economic output by the target year at the latest.

The defence ministry is presently assessing thirteen locations where it believes the new facilities could be built and has named the areas of the UK where they are situated.
